The Employer Services Assurance Corporation (ESAC) is an independent group formed in 1995 to develop stringent standards and procedures for the operation of a professional employer organization. ESAC provides services and assurances similar to the FDIC for the banking industry, and it verifies that Professional Employer Organizations (PEOs) and their subsidiaries are meeting best practices and adhering to important ethical, financial, and operational industry standards.

ESAC serves not only as a gatekeeper for the industry’s best HR consulting companies, but monitors these companies to assure they maintain the highest level of expertise and service. Moreover, ESAC guarantees up to $11-million in the unlikely event of default in payment of wages, taxes, benefits, and insurance premiums for clients of ESAC-accredited firms. The National Association of Professional Employer Organizations (NAPEO) is the largest trade association for PEOs nationwide. NAPEO has nearly 400 PEO members operating in all 50 states, representing approximately 90 percent of the revenues of the $61-billion-a-year industry. NAPEO's members range in size from start-up PEOs to large, publicly held HR consulting companies with years of success in the industry. Certification Institute

CI was founded in 2002 as an independent non-profit corporation by Rex Eley, Rufus Wolff, and Robert Rice under the Texas Non-Profit Corporation Act. CI's establishment was based on two decades of experience with industry trade association certification and accreditation programs. CI's initial program to certify best practices in PEO workers' compensation risk management was developed with the financial support of the National Association of Professional Employer Organizations (NAPEO) and with the assistance of the Employer Services Assurance Corporation (ESAC).
